People often feel vulnerable to law enforcement agencies. The HHC offers help in this inbalanced power relationship: we provide legal advice, legal representation, regularly monitor places of detention as well as make recommendations to improve people’s capacities to enforce their rights when they come into contact with the police and the prison service. Through our activities, closed institutions become more transparent and citizens’ vulnerability decreases.

The Bill on legislative amendments “necessary for improving public security” has led to a situation in which juvenile offenders committing petty theft almost inevitably end up in confinement. The amendments proposed by the government in order to improve public safety, ill-considerately and unjustifiably impose stricter rules, and are contrary to Hungary’s international legal commitments.

The Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published today the report on its fourth periodic visit to Hungary in March/April 2009, together with the response of the Hungarian authorities. Both documents have been made public at the request of the Hungarian authorities.
